PUNE: Indian manufacturers need to hang their heads in shame. The Pune police have imported 200-odd handcuffs at an undisclosed price, in a bid to check the rising incidents of undertrial escapes from police custody.
According to the police, the prisoners have been escaping by slipping their hands out of the handcuffs or by giving the police the slip when the handcuffs are removed to allow the prisoners to relieve themselves.

This year, as many as 10 prisoners, including notorious dacoit Daulatsingh Tak, escaped from police custody. In February, two undertrials, Kailash Netke and Dashrat Thorat (arrested for robberies), escaped after slipping out of the handcuffs. Thorat, who was nabbed later, died in police custody.
Clarifying that existing handcuffs "are not faulty", deputy commissioner of police (headquarters) M.R. Ghurye told TNN that the imported handcuffs may prevent such incidents.
Police sources confirmed that a batch of about 200 handcuffs has arrived in the headquarters.
"Proper training and briefings on a regular basis are being provided to the staff from the headquarters, while taking the undertrials to the court," Ghurye said, adding that "striking vans" are being maintained in each zone, so that they can chase the undertrials whenever they try to flee.
In all cases where undertrials have escaped because of police negligence, the police have faced action. "Also a system felicitating policemen who foil such attempts has been introduced," he said.

The escape of undertrials from the courts at Shivajinagar, Pimpri, and now Cantonment, seems to have become a regular pattern.
Getting the handcuffs removed to relieve themselves and then escape by diverting the policemen''s attention has been the most common tactic.
Nearly 100 undertrials are taken from Yerwada jail to various city courts daily. And most policemen are over-stressed due to constant VIP movement and regular duty and suffer from mental fatigue.
